Se analizan antecedentes, normativas, doctrina científica y jurisprudencial de derecho constitucional, derecho tributario, derecho municipal y de derecho administrativo de los ordenamientos de México y España. El autor ha conseguido demostrar, una vez más, que el derecho no está constituido por compartimentos estancos, sino que es una realidad global, en cuyo análisis y aplicación han de utilizarse elementos de distintas procedencias. El resultado final es un trabajo digno de alabanza y de pleno reconocimiento.
