Shrnutí:The modern State bases its legal system, but also its public policies on Human Rights, which in principle served to make the authority-governed relationship less abusive. Currently the fundamental values ​​that sustain them with their great load of morality make special reference to the individual person. However, they can and must coexist with other principles and values ​​that pay more attention to the collective that can strengthen them. If the ultimate goal of organized social coexistence is considered, it will be a common good that will require compliance with duty and proportion in the distribution of social charges.
