| Gaia: | The Open Government is a public policy of global governance that just a decade ago has been implemented worldwide as the new model of public management innovation. It intends to improve the three central aspects of governments: transparency, collaboration and citizen participation. All this with the help of the use of information technologies and the Internet. It is about opening the closed doors government to the public so that it is allowed to know, participate and collaborate for the construction of the government's action plans. This conception of Open Government has been questioned by some authors who propose the transit to the Open State. In this paper, we propose to reflect on the classical theories that revolve around the State and define what is considered as Open Government, it is necessary to clarify that we consider it a theoretical confusion that exists when matching the State and the Government as the same analytical unit in political philosophy, political science and public administrative science. |
