During the last four decades, agriculture, both in Europe and in the group of more developed countries, has undergone a profound technological change, which has led to the concentration, specialization and intensification of agricultural activity. The ubiquity, scale and rapidity of the transformation of agrarian production methods, causing the immediate collapse of the traditional agrarian system, makes this process deserve the qualification of "agrarian revolution".
This rapid modernizing process would not have been possible in the absence of a firm commitment, acquired by the different States, to: promote technological progress, facilitating the technical transformation of the agricultural sector; rationalize the agrarian structures, improving the productive efficiency of the farms, and protect their agriculture from foreign competition, creating an environment of economic security. Agriculture thus becomes the most regulated activity, from the point of view of production, and agrarian policies are a determining factor of agrarian development.
In the European framework, by the middle of the century, agriculture was one of the most important economic sectors, both because of its contribution to employment and because of its economic significance. However, he suffered from notable deficiencies. The size of the agrarian structures was inadequate, it presented a clear technological delay in comparison with other more developed agricultures, like the North American one, the standards of life of the farmers and those of the urban population every time they widened more, to the detriment of the first ones, etc. On the other hand, in a climate of rapid urban-industrial development, an increase in agricultural production and productivity was necessary, which ensured the supply of food for a growing urban population and satisfied the labor needs of an expanding industrial sector. In a stage of rapid economic development, with ample employment opportunities for the agrarian population in the industrial sector, what seemed more logical was to improve the productive efficiency of those farms better sized economically, so that small farmers would be forced to abandon agrarian activity. |

Durante las últimas cuatro décadas, la agricultura, tanto en Europa como en el conjunto de países más desarrollados, ha experimentado un profundo cambio tecnológico, que ha conducido a la concentración, especialización e intensificación de la actividad agraria. La ubicuidad, escala y rapidez de la transformación de los métodos de producción agraria, provocando el inmediato derrumbamiento del sistema agrario tradicional, hace que este proceso merezca el calificativo de "revolución agraria". Este rápido proceso modernizador no hubiese sido posible en ausencia de un firme compromiso, adquirido por los diferentes Estados, para: promover el progreso tecnológico, facilitando la transformación técnica del sector agrario; racionalizar las estructuras agrarias, mejorando la eficiencia productiva de las explotaciones, y proteger sus agriculturas de la competencia exterior, creando un entorno de seguridad económica. La agricultura se convierte así en la actividad más regulada, desde el punto de vista de la producción, y las políticas agrarias en un factor determinante del desarrollo agrario. En el marco europeo, a mediados de siglo la agricultura era uno de los sectores económicos más importantes, tanto por su contribución al empleo como por su significación económica. Sin embargo, adolecía de deficiencias notables. La dimensión de las estructuras agrarias era inadecuada, presentaba un claro retraso tecnológico en comparación con otras agriculturas más desarrolladas, como la norteamericana, los estándares de vida de los campesinos y los de la población urbana cada vez se ensanchaban más, en detrimento de los primeros, etc. Por otra parte, en un clima de rápido desarrollo urbano-industrial era necesario un incremento de la producción y productividad agrarias, que asegurase el abastecimiento de alimentos para una población urbana creciente y satisficiese las necesidades de mano de obra de un sector industrial en expansión. En una etapa de rápido desarrollo económico, con amplias oportunidades de empleo para la población agraria en el sector industrial, lo que parecía más lógico era mejorar la eficiencia productiva de aquellas explotaciones mejor dimensionadas económicamente, de modo que los pequeños agricultores serían abocados a abandonar la actividad agraria.
