That is why during this period the idea of ??regulating agricultural activity from the environmental point of view was not raised. However, during the last two decades there has been a gradual change in public opinion, both European and Japanese, which has resulted in a rejection of intensive agricultural practices that pollute the natural environment. With the entrance to the new millennium, in a progressive frame rejection of the consumers makes the dominant model of intensive agriculture and of increasing demand of foods of high ecological quality; to which it is necessary to unite a change in the international agrarian trade, where the primacy of the domestic policies is eclipsed by a process of agrarian liberalization and rejection of the protectionist practices, the agrarian policies of Japan and the European Union embark on a new course, finding in the empowerment of the extraproductive functions of agriculture and the pursuit of environmental objectives, a new way for public intervention. Tanto en la Unión Europea como en Japón, durante décadas la agricultura estubo contemplada como una actividad que en armonía con la naturaleza, contribuía a la conservación y enriquecimiento del medio ambiente rural. Es por ello que durante este periodo no se planteó la idea de regular la actividad agraria desde el punto de vista medioambiental. Sin embargo, durante las dos últimas décadas se ha ido produciendo un cambio paulatino en la opini´ón pública, tanto europea como japonesa, que se ha traducido en un rechazo de las prácticas agropecuarias intensivas, contaminantes del medio natural. Con la entrada al nuevo milenio, en un marco progresivo rechazo de los consumidores hace el modelo dominante de agricultura intensiva y de creciente demanda de alimentos de elevada calidad ecológica; a lo que hay que unir un cambio en el comercio internacional agrario, donde la primacía de las políticas domésticas es eclipsada por un proceso de liberalización agraria y rechazo de las prácticas proteccionistas, las políticas agrarias de Japón y la Unión Europea emprenden un nuevo rumbo, encontrando en la potenciación de las funciones extraproductivas de la agricultura y la persecución de objetivos medioambientales, una nueva vía para la intervención pública.
