| 总结: | The work focuses on analyzing the elements that led to the failure of the Foros Escucha to chart the path of pacification of the country and national reconciliation promoted in 2018 by the then president-elect, Andrés Manuel López Obrador. And the negative effect this failure had on the possible implementation of a transitional justice process in Mexico. To this end, Niklas Luhmann’s Theory of Social Systems is used to analyze the way in which the rights of victims are linked to the system of law and, in particular, to transitional justice, and to understand the limits of the Foros Escucha. A bibliographical, documentary and hemerographic review has been carried out for the development of forums, as well as of the definition and evolution at the international level of transitional justice and the rights of victims. Among the main results highlights the contradiction of the expectations that family organizations and groups had, those of the team that organized the forums and those of the president-elect would have to define a policy of reconciliation through transitional justice. |
