| Tóm tắt: | The technology has implied a movement within the structure of the public administration, it takes greater force towards the digitalization of the functions and achieves the interrelation of the participation of the administered to fulfill their obligations, requirements, and needs; It is a form of public management aimed at improving communication in a direct way. This research article deals with three points that are: the elements within the legal relationship, public administration and digital government in the scope of the state of Nuevo León and Chiapas; the consequences of the change in public management from public administration to digital government and analyze the change from electronic government to digital government. This topic is relevant for the construction of an effective digital public administration. It is part of the objectives of the research work called "The Centralized Public Administration of the State of Nuevo León, as a model of good governance within the framework of ICT", PROMEP 511-6/2020-7847, Mexico, SEP, 2020-2021. For the interference of the observance of digitalization within the transformation of public administration and its implications, the analytical methodology is used that allows observing the problem, proposing a solution to it, and obtaining the conclusion of the adaptation of the technology in the modification of the parameters of public administration. |
