The inclusion of citizens has brought a contribution within the new public administration scheme, getting as a result a more open way of communication, which is useful to express needs and achieve effective governance. The objective of this work is to manifest the key implementation of citizen participation within governance and examine the advance in communication with the state. Se analiza la cuestión de lograr la eficacia y la legitimidad de los actos de gobierno, poniendo de referencia el nuevo paradigma dentro de la gobernanza con la inclusión de la participación ciudadana, siendo un motor que ayuda a cumplir con los fines del Estado y así poder provocar dar el paso al cambio de la transparencia y dar paso al gobierno abierto, conceptualizando dentro de la Agenda de Gobierno Abierto, señalando las acciones tendientes a llevar acabo con la intervención de la participación activa de los ciudadanos; ahora, esto se traslada hacia la participación no solamente tradicional sino que se presente el fenómeno del gobierno digital. La inclusión de los ciudadanos ha traído aporte dentro del nuevo esquema de la administración pública provocando una manera de comunicación más abierta para externar las necesidades y lograr una gobernanza con efectividad. El objetivo de este trabajo es manifestar la implementación clave de la participación ciudadana dentro de la gobernanza y examinar el cambio de comunicación con el estado.
