It intends to improve the three central aspects of governments: transparency, collaboration and citizen participation. All this with the help of the use of information technologies and the Internet. It is about opening the closed doors government to the public so that it is allowed to know, participate and collaborate for the construction of the government's action plans. This conception of Open Government has been questioned by some authors who propose the transit to the Open State. In this paper, we propose to reflect on the classical theories that revolve around the State and define what is considered as Open Government, it is necessary to clarify that we consider it a theoretical confusion that exists when matching the State and the Government as the same analytical unit in political philosophy, political science and public administrative science. El Gobierno Abierto es una política pública de gobernanza global que apenas hace una década se ha implementado a nivel mundial como el nuevo modelo de innovación de gestión pública. Tiene la intención en mejorar los tres aspectos centrales de los gobiernos: la transparencia, la colaboración y la participación de la ciudadanía. Todo esto con la ayuda del uso de las tecnologías de la información y del Internet. Se trata de abrir las puertas cerradas gobierno a la ciudadanía para que se le permita conocer, participar y colaborar para la construcción de los planes de acción del gobierno. Esta concepción de Gobierno Abierto ha sido cuestionada por algunos autores que proponen el tránsito hacia el Estado Abierto. En la presente ponencia, nos proponemos reflexionar sobre las teorías clásicas que giran en torno al Estado y definir qué se considera como Gobierno Abierto, es preciso aclarar que lo consideramos una confusión teórica que existe al igualar al Estado y el Gobierno como una misma unidad analítica en la filosofía política, la ciencia política y la ciencia administrativa pública.
