The objective of this research is to identify the interacting elements and factors in the process of the information systems development in order to determine a planning model. Within the main contributions to the knowledge is that the Model designed in this first stage for the institution in study will serve to plan with greater efficiency its projects of software, where the raised objective has been satisfied as well as the hypothesis done. Este trabajo de investigación tiene como objetivo identificar los elementos y factores interactuantes en el proceso de desarrollo de los sistemas de información para determinar un modelo de planificación. Dentro de las principales aportaciones al conocimiento se encuentra que el modelo diseñado en esta primera etapa para la institución en estudio servirá para que planifique con mayor eficiencia sus proyectos de software, donde el objetivo planteado se ha cumplido así como la hipótesis hecha.
