Given the importance on Technology Change Management (TCM) to gain the benefits of IT as managerial process enabler, theories and methodologies that provide a working framework are increasingly relevant to research and practice. An innovative approach is the use of Action Research Method as a means to conduct Technology Change in public/civil organizations. This paper presents the results obtained in a TCM process conducted to implement an ERP type of system to be operated by more than 200 users in around 100 organizational units of a single public organization. In a two years time period, the method´s double loop reveal positive results of the TCM strategy and its flexibility to work under diverse contexts. This view overcomes the traditional systems perspective in which Technology Change is limited to the system´s operation without considering the user´s requirements and/or technology competences. Important direct and derivative benefits resulted from the successful technology implementation. Por la importancia que tiene la Administración del Cambio Tecnológico (CT) para obtener beneficios de la habilitación de procesos con Tecnologías de Información (IT), las teorías y los métodos que proporcionan referentes para el trabajo de implementación de la tecnología son cada día más relevantes para la investigación y la práctica. Un enfoque innovador es el uso del Método de Investigación en Acción (IA) para conducir el Cambio Tecnológico en contextos de administración pública. Este artículo presenta los resultados del proceso de CT conducido para implementar un sistema tipo ERP (Enterprise Resource Planning) a ser operado por más de 200 usuarios en casi 100 unidades organizacionales de una sola institución del sector público de México. La contrastación de dos años que muestra el double loop del método revela resultados positivos de la estrategia de Cambio Tecnológico seguida, y su flexibilidad para trabajar en diversos contextos. Esta metodología rebasa la perspectiva tradicional de sistemas en la cual el Cambio Tecnológico se limita a la operación del sistema sin considerar los requerimientos del usuario y/o las competencias tecnológicas de la organización. La exitosa implementación de la tecnología produjo importantes beneficios directos en términos de eficiencia en el manejo de recursos, así como beneficios derivados en cuanto a cumplimiento de rezagos acumulados y nuevas disposiciones normativas para la operatividad.
