The touristic coastal development, as a social and economic growth strategy, is a feasible option to gain a coast with extraordinary physical and biological characteristics. This is the context where La Pesca, (Soto la Marina) Tamaulipas México is located, an ideal to enhace its development towards coastal tourism. In order to guarantee a sustainable development, environmental planning tools where applied to ensure social benefits and investments along with a zoneÐs natural resources preservation. Specific objectives where accomplished that allowed to make an holistic planning, that justified the preparation of the following studies: Statement of the Regional Environmental Impact (Manifestación de Impacto Ambiental Modalidad Regional -MIA-R), Soil Usage Change Supporting Technical Studies (ETJ), and the Federal Area Boundary Delimitation. This is the platform that allowed the recovery of a lagoon and the Rio Grande Delta, which helped the beginning of reforestation programs in bush and mangrove areas, and enhaced the creation of new Environmental Management Units (UMA). These actions are medular for the ecological balance in this zone; this is why an Environmental Monitoring Program started in order to guarantee their continuity and results, which will be defended before the environmental authorities that will qualify them through rates that support the succes of each program. After the authorization of the project by the Environmental Impact and Risk General Office of the Natural Resources Ministry was ratified through a positive resolution of the MIA-R, this project becomes the first Strategic Environmental Planning for a Touristic Development authorized in Mexico. |

El desarrollo turístico costero representa para nuestro estado una importante opción, considerando el potencial paisajístico, diversidad biológica y características físicas de nuestro litoral. En este contexto, el potencial turístico de La Pesca, Tamaulipas, localidad costera del municipio de Soto la Marina, se ha incrementado en los últimos veinte años con el creciente número de visitantes, orientando su desarrollo hacia el turismo costero. El Gobierno del estado, asumiendo la responsabilidad de asegurar el desarrollo turístico sustentable de la región de La Pesca, promovió el uso de herramientas de planeación ambiental que permiten asegurar las inversiones y beneficios sociales con la conservación de los recursos naturales para esta zona de Tamaulipas. En ese sentido, se cumplieron una serie de objetivos específicos que permitieron planificar un desarrollo turístico sustentable y alcanzar la visión de planeación integral, para lo cual se realizó la elaboración del Programa Parcial de Desarrollo La Pesca, la manifestación de impacto ambiental, modalidad regional (MIA-R), los estudios técnicos justificativos para el cambio de uso de suelo y la delimitación de la zona federal. Esto dio paso al inicio de la recuperación de un cuerpo de agua, a los programas de reforestación en áreas de matorral y de mangle, así como el apoyo a la creación de nuevas unidades de manejo ambiental. La realización de estas acciones, como parte fundamental para el equilibrio ecológico en la zona, se ha seguido de forma permanente y sistemática (mediante el Programa de Vigilancia Ambiental) para garantizar los resultados que serán presentados a las autoridades ambientales a través de los indicadores que muestren el éxito de cada una de ellas y, de esta forma, dar la pauta al desarrollo integralmente planeado de la zona. La aceptación del proyecto por la Dirección General de Impacto y Riesgo Ambiental de la Semarnat, ratificada mediante el resolutivo favorable de la MIA-R, se constituye como el primer Plan Parcial de Desarrollo autorizado en materia de impacto ambiental en nuestro país.
