Summary:The touristic coastal development, as a social and economic growth strategy, is a feasible option to gain a coast with extraordinary physical and biological characteristics. This is the context where La Pesca, (Soto la Marina) Tamaulipas México is located, an ideal to enhace its development towards coastal tourism. In order to guarantee a sustainable development, environmental planning tools where applied to ensure social benefits and investments along with a zoneÐs natural resources preservation. Specific objectives where accomplished that allowed to make an holistic planning, that justified the preparation of the following studies: Statement of the Regional Environmental Impact (Manifestación de Impacto Ambiental Modalidad Regional -MIA-R), Soil Usage Change Supporting Technical Studies (ETJ), and the Federal Area Boundary Delimitation. This is the platform that allowed the recovery of a lagoon and the Rio Grande Delta, which helped the beginning of reforestation programs in bush and mangrove areas, and enhaced the creation of new Environmental Management Units (UMA). These actions are medular for the ecological balance in this zone; this is why an Environmental Monitoring Program started in order to guarantee their continuity and results, which will be defended before the environmental authorities that will qualify them through rates that support the succes of each program. After the authorization of the project by the Environmental Impact and Risk General Office of the Natural Resources Ministry was ratified through a positive resolution of the MIA-R, this project becomes the first Strategic Environmental Planning for a Touristic Development authorized in Mexico.
