In the introduction, there is an explanation of UAT ́s inception and the approach structure of the topic. The second part describes the global trends in higher education, that reflect the reality of higher education institutions in different countries. Then we analyze the policies and trends of higher education in Mexico to demonstrate how they are a representation of the problems and cautioned directions in the global context. The third part describes the process of implementing the educational policies in the university ́s academic reform, the process of change, and their gradual incorporation. In conclusion, there are some elements that outline pending challenges to work in order to achieve the mission and institutional policies. Se presenta el caso de la Universidad Autónoma de Tamaulipas (UAT) de México, sobre cómo las tendencias globales y las políticas educativas son traducidas en acciones específicas que orientan el rumbo de la institución. En una primera parte introductoria se plantea el origen, caso de la UAT y la estructura de abordaje del tema. En una segunda parte se señalan tendencias mundiales de la educación superior, que reflejan la realidad educativa que se vive en las instituciones de educación superior en los diferentes países. Enseguida se describen políticas y tendencias de la educación superior en México y se demuestra cómo éstas se constituyen en reflejo de las problemáticas y rumbos advertidos en el contexto global. En la tercera parte se describe el proceso de transferencia de las políticas educativas en la reforma académica de la UAT, el proceso de cambio de la Universidad y cómo, en este proceso, se incorporan de manera paulatina los requerimientos emanados de las políticas educativas del nivel superior y, se atienden los retos emanados del contexto global y local. Como conclusiones se integran algunos elementos que delinean retos pendientes de trabajar a fin de lograr la misión y políticas institucionales.
